CHRISTIAN MARRIED COUPLES: MESSENGERS OF THE BEAUTY OF LOVE

Vatican City, 23 July 2012 (VIS) - Benedict XVI invites Christian married couples to be "the sweet and smiling face of the Church" in a message sent to the eleventh international meeting of the "Equipes Notre Dame" Movement, currently being held in Brasilia, Brazil, on the theme: "Daring with the Gospel". The "Equipes Notre Dame" Movement, which promotes conjugal spirituality, was founded in 1939 by the French priest Fr. Henri Caffarel.

In the message, sent through Cardinal Secretary of State Tarcisio Bertone S.D.B., the Pope expresses the view that Christian married couples must be "the best and most convincing messengers of the beauty of a love supported and nourished by the faith, a gift of God which is given to everyone abundantly and generously, so that day after day they can discover the meaning of their lives". The Holy Father also notes that the "Equipes Notre Dame" encourage members to avail themselves of the Sacraments, and to make simple concrete commitments such as the "duty to sit down together"; that is, to dedicate time to interpersonal dialogue between the spouses.

"In our world, which is so deeply marked by individualism, activism, haste and distraction, sincere and constant dialogue between spouses is essential to avoid the emerge, development and degeneration of misunderstandings which, unfortunately, often lead to irreparable breaks which no one can then mend", the message concludes

CONCERNING THE PUBLICATION OF ARTICLES ON "VATILEAKS"

Vatican City, 23 July 2012 (VIS) - "Newspaper articles have been published in recent days in Italy and Germany on the subject of investigations into the leaking of reserved Vatican documents, articles which hint at serious suspicions of complicity on the part of certain persons close to the Holy Father. The Secretariat of State expresses its firm and total disapproval of those publications, which are not based on objective criteria and seriously damage the honour of the people concerned, who have served the Holy Father faithfully for many years".

These words are contained in a note issued this morning by Holy See Press Office Director Fr. Federico Lombardi S.J., who adds: "The fact that the results of the investigations have not yet been made known by the authorities concerned, in no way legitimises the publication of unfounded and false interpretations and theories. It is not this kind of information that the public has the right to know".

At the same time, in a statement transmitted by Vatican Radio, Fr. Lombardi notes that he has "often repeated that being called before a commission in the course of its investigations in no way means that a person is a suspect. It is evident that the three people mentioned in the article [Ingrid Stampa, Cardinal Paolo Sardi and Bishop Joseph Clemens] many have been called to appear, but this says nothing about their being suspected of shared responsibility or 'complicity'".

"As regards their having been 'dismissed' from office, Cardinal Sardi completed his service at the Secretariat of State when he reached the age of seventy-five, and Ingrid Stampa continues to work in the Secretariat of State. As for Bishop Clemens, he has been secretary of the Pontifical Council for the Laity for a number of years, and it is not true that he received a letter from the Pope such as the one described in the article in 'Die Welt' (a letter to which the Italian newspaper 'La Repubblica' makes only indirect reference)".

THE POPE SPEAKS ABOUT MARY MAGDALENE ON HER FEAST DAY

Vatican City, 22 July 2012 (VIS) - Before praying the Angelus at midday today, Benedict XVI dedicated some remarks to what he described as "a fundamental and ever enthralling theme of the Bible": the fact that "God is the Pastor of humankind".

Addressing faithful gathered in the inner courtyard of the Apostolic Palace of Castelgandolfo, the Pope explained how this phrase means that "God wants life for us, He wants to guide us to good pastures where we can find nourishment and rest. He does not want us to lose our way and die, but to reach the goal of our journey, which is fullness of life. This is what any mother or father wants for their children: goodness, happiness, fulfilment. In the Gospel Jesus presents Himself as the Pastor of the lost sheep of the House of Israel. His gaze over His people is a 'pastoral' gaze".

"Among the 'lost sheep' whom Jesus saved there was a woman by the name Mary from the village of Magdala on the Sea of Galilee, for which reason she is known as Mary Magdalene. Her feast day falls today. Luke the Evangelist tells us that Jesus freed her from seven demons; in other words, He saved her from utter servitude to the Evil One. And ,in what does this profound healing that God achieves through Jesus consist? It consists in true and complete peace, which is the result of the reconciliation of people in themselves and in all their relations: with God, with others and with the world.

"In fact", the Pope added, "the Evil One always seeks to destroy the work of God by sowing strife in the human heart, between body and soul, between man and God, in interpersonal, social and international relations, even between man and the creation. The Evil One spreads war; God creates peace".

POPE'S SADNESS AT ATTACKS IN U.S.A. AND FERRY DISASTER IN ZANZIBAR

Vatican City, 22 July 2012 (VIS) - After praying the Angelus today, the Holy Father spoke of his profound shock at "the senseless violence which took place in Aurora, Denver", and at "the loss of life in the recent ferry disaster near Zanzibar. I share the distress of the families and friends of the victims and the injured, especially the children. Assuring all of you of my closeness in prayer, I impart my blessing as a pledge of consolation and strength in the risen Lord".

The Holy Father then went on to note that in a few days time the thirtieth Olympic Games are due to begin in London, England. "The Olympics", he said, "are the greatest sporting event in the world, in which athletes from many different nations participate, and thus they have great symbolic value. For this reason the Catholic Church looks to the to Olympics with particular sympathy and interest. Let us pray that, according to God’s will, the London Olympics may be a true experience of brotherhood among the peoples of the Earth".

DECLARATION CONCERNING THE GRANTING OF HOUSE ARREST TO PAOLO GABRIELE

Vatican City, 21 July 2012 (VIS) - Late this afternoon, Holy See Press Office Director Fr. Federico Lombardi S.J. made the following declaration:

"Judge Piero Antonio Bonnet, Examining Magistrate of the Tribunal of Vatican City State, in the wake of today's interrogation of Paolo Gabriele, has decided it is no longer necessary to keep him in custody. He has therefore granted Mr Gabriele parole, meaning that, having provided the necessary guarantees, he will remain under house arrest.

"Mr Gabriele will, then, reside with his family in his own home inside the Vatican, and will follow the norms laid down by the Judge vis-a-vis his contacts and dealings with others.

"The next stage of the procedure, which is expected within a few days, will be the indictment of the Promoter of Justice regarding Mr Gabriele's responsibility for aggravated theft, and the subsequent decision of the Examining Magistrate to send the accused for trial or acquit him.

"As regards the Commission of Cardinals, it submitted its final report to the Holy Father a few days ago".

HOLY SEE PRESS OFFICE COMMUNIQUE

Vatican City, 21 July 2012 (VIS) - The Holy See Press Office today issued the following communique:

"The Holy See, by Decree of the secretary of State acting on a specific pontifical mandate, has decided, in conformity with canonical legislation, to withdraw the right of the Pontifical Catholic University of Peru to use the titles of 'Pontifical' and 'Catholic'.

"Since 1967 the University - which was founded in 1917 and canonically erected by Decree of the Holy See in 1942 - has on various occasions unilaterally modified its Statues, seriously prejudicing the interests of the Church.

"Beginning in 1990, the University has been repeatedly requested by the Holy See to bring its Statutes into line with the Apostolic Constitution 'Ex Corde Ecclesiae' (15 August 1990), but has failed to respond to this legal requirement.

"Following the canonical visit of December 2011 and the meeting of the rector with the cardinal secretary of State in February this year, a further attempt at dialogue was made, with a view to adapting the Statutes to Church law.

"Recently, via two letters addressed to the secretary of State, the rector stated that it was impossible to carry out the requirements imposed upon him, and he made the modification of the Statutes conditional on the archdiocese of Lima renouncing its administration of the University's property.

"The participation of the archdiocese of Lima in administering the patrimony of the University has been confirmed on various occasions by the civil courts of Peru.

"In the face of this position taken by the University, which has been confirmed by other initiatives, the Holy See has been obliged to adopt the aforementioned measures. At the same time it reiterates the fact that the University still has a duty to continue to observe canonical legislation.

"The Holy See will carefully follow the evolution of the situation of the University, hoping that in the near future the competent academic authorities may reconsider their position, making it possible to revise the present measures. The renewal requested by the Holy See will make the University better able to respond to its mission of carrying the message of Christ to mankind, society and different cultures, in keeping with the mission of the Church in the world".

OTHER PONTIFICAL ACTS

Vatican City, 23 July 2012 (VIS) - The Holy Father appointed Archbishop Pier Luigi Celata as vice chamberlain of Holy Roman Church.

On Saturday 21 July it was made public that the Holy Father:

- Accepted the resignation from the pastoral care of the diocese of Vigevano, Italy, presented by Archbishop-Bishop Vincenzo Di Mauro, in accordance with canon 401 para. 2 of the Code of Canon Law.

- Appointed Bishop Edward Janiak, auxiliary of Wroclaw, Poland, as bishop of Kalisz (area 10,800, population 756,400, Catholics 746,400, priests 573, religious 807), Poland. He succeeds Bishop Stanislaw Napierala, whose resignation from the pastoral care of the same diocese the Holy Father accepted, upon having reached the age limit.

- Erected the new eparchy of Notre-Dame du Liban de Paris of the Maronites, based in Paris, France. He appointed Fr, Nasser Gemayel, pastor of the parish of "Sainte Tekla" in Masqua, Lebanon, as first eparchal bishop of the new eparchy and apostolic vicar to Maronite faithful in Western and Northern Europe. The bishop-elect was born in Ain Kharroube, Lebanon in 1951 and ordained a priest in 1981. He studied in Lebanon and France, has been active in pastoral care and education and is the author of several books on the Maronite Church.

- Appointed Fr. Borys Gudziak, rector of the Ukrainian Catholic University, as apostolic exarch for Ukrainian faithful of Byzantine rite resident in France. The bishop-elect was born in Syracuse, U.S.A. in 1960 and ordained a priest in 1998. He is the author of more than fifty works on the Church, theological formation and various cultural themes. He succeeds Bishop Michel Hrynchyshyn, whose resignation from the same office the Holy Father accepted, in accordance with canon 210 para. 1 of the Code of Canons of the Eastern Churches.

Vatican City, 27 june 2012 (VIS).-Below is the text of the communique released late this morning by the Press Office of the Holy See:

This morning there was a meeting of the Board of Superintendence of the Institute for Works of Religion, currently composed of Vice President Dr. Ronaldo Hermann Schmitz, Dr. Carl Albert Anderson, Dr. Antonio Maria Marocco, and Dr. Manuel Soto Serrano.

Following that meeting, the Board reported to the Commission of Cardinals, presided over by Secretary of State Cardinal Tarcisio Bertone.

These two meetings were very useful for sharing information and proposals both regarding day to day management as well as the universal criteria of professionalism and experience that are called for in light of the choice of a new president for the Board of Superintendence.

Pope Benedict XVI is closely following the situation of the Institute for Works of Religion and is being constantly briefed by the Cardinal Secretary of State.”

COMMUNIQUE CONCERNING DOCTRINAL ASSESSMENT OF LCWR

Vatican City, 12 June 2012 (VIS) - Given below is the text of an English-language statement released by the director of the Holy See Press Office concerning a meeting held at the Congregation for the Doctrine of the Faith about the doctrinal Assessment of the LCWR.

"Today the superiors of the Congregation for the Doctrine of the Faith met with the president and executive director of the Leadership Conference of Women Religious (LCWR) in the United States of America. Archbishop Peter J. Sartain of Seattle, the Holy See’s delegate for the doctrinal assessment of the LCWR, also participated in the meeting.

"The meeting provided the opportunity for the Congregation and the LCWR officers to discuss the issues and concerns raised by the doctrinal assessment in an atmosphere of openness and cordiality.

"According to Canon Law, a conference of major superiors such as the LCWR is constituted by and remains under the supreme direction of the Holy See in order to promote common efforts among the individual member institutes and cooperation with the Holy See and the local conference of bishops (cf. Code of Canon Law, canons 708-709). The purpose of the doctrinal assessment is to assist the LCWR in this important mission by promoting a vision of ecclesial communion founded on faith in Jesus Christ and the teachings of the Church as faithfully taught through the ages under the guidance of the Magisterium.

PLENARY MEETING OF HOLY SEE - ISRAEL BILATERAL COMMISSION

Vatican City, 12 June 2012 (VIS) - The Bilateral Permanent Working Commission between the Holy See and the State of Israel held a plenary meeting today in the Vatican Apostolic Palace, to continue negotiations pursuant to the Fundamental Agreement article 10 paragraph 2.

"The negotiations took place in a thoughtful and constructive atmosphere. The Commission took notice that significant progress was made towards the conclusion of the Agreement", reads an English-language communique made public today.

"The Commission further acknowledged the exemplary service of Archbishop Antonio Franco and Ambassador Mordechay Lewy on the occasion of their retirement.

"The Parties have agreed on future steps and to hold the next plenary meeting on 6 December 2012 at the Israeli Ministry of Foreign Affairs".

The Holy See delegation was headed by Msgr. Ettore Balestrero, under secretary for Relations with States, and the Israeli delegation by Danny Ayalon M.K. deputy minister of Foreign Affairs.

THE HOLY SEE HAS NOT CHANGED ITS POSITION ON EAST JERUSALEM

Vatican City, 12 June 2012 (VIS) - Given below are extracts from an interview given to Vatican Radio by Msgr. Ettore Balestrero, under secretary for Relations with States, concerning the conclusion of the plenary meeting of the Bilateral Permanent Working Commission between the Holy See and the State of Israel.

Question: Over recent days there have been persistent rumours in some circles that the Agreement, which has been in preparation for thirteen years, would finally be signed. Yet it was not signed. What has happened?

Answer: Nothing in particular. It is true that in some circles there was talk of signing the Agreement, but that was not in fact scheduled. As I have said before, progress has been made, but questions still remain to be resolved.

Q: There has been concern among Palestinians that, by signing this Agreement, the Holy See would indirectly recognise Israeli sovereignty over East Jerusalem and other territory occupied in the war of 1967.

A: The Agreement in question concerns the life, activity and tax status of the Catholic Church in Israel. It does not enter into territorial disputes. There will be no mention of East Jerusalem or of anywhere in the West Bank.

Q: But there has been talk of a draft agreement in which certain places in East Jerusalem and the West Bank are mentioned.

A: Since the beginning of the negotiations we have worked on a plan for a Comprehensive Agreement which also included the so-called 'Schedule One'; that is, a list of individual properties belonging to the Holy See and to certain institutions of the Catholic Church in the Holy Land which, over the years, have been subjected to onerous provisions by Israel. And it is true that some of those properties are in East Jerusalem or in areas occupied in 1967. The aim was to resolve concrete problems. However, for some time now, it has been decided that the Agreement to be signed will only deal with certain properties which are not in East Jerusalem or the West Bank. Therefore it is incorrect to say that, by this Agreement, the Holy See would be violating the Fourth Geneva Convention relative to the protection of civilian persons in time of war. The confusion and concern were due to the undue use of a working instrument, which has long since been superseded and which, in any case, is still being elaborated.

Q: Has the position of the Holy See on East Jerusalem changed?

A: The Holy See's position has not changed. It was affirmed in the 'Basic Agreement' between the Holy See and the Palestine Liberation Organisation (PLO), it has been reiterated on various occasions, and will be mentioned again in the 'Global Agreement' with the PLO, currently being prepared.

Q: A final question. It has been written that this Agreement which the Holy See is preparing with Israel will damage agreements that France, Italy and other countries have with Israel.

A: That is untrue, The Agreement concerns the Holy See and the State of Israel, and has no effect on agreements Israel has made with other States. The validity of those agreements depends first and foremost on the will of the parities involved and not on the existence of an agreement those parties have with a third party, in this case the Holy See. This is, moreover, a commonly accepted principle of international law.

COMMUNIQUE ON THE INTEGRATION OF VIS INTO THE NEWS.VA PORTAL AND THE HOLY SEE PRESS OFFICE BULLETIN

Vatican City, 12 June 2012 (VIS) - "As of 31 July 2012 the Vatican Information Service (VIS) will cease to exist as a separate office providing information distinct from the Bulletin of the Holy See Press Office. However, the subscribers of VIS will continue to receive a comprehensive information service", according to a communique released this morning by the Holy See Press Office.

"As part of the development and coordination of the Holy See's social communications activities, and following guidance received from the Secretariat of State, the personnel of VIS will be transferred. Some of them will go to reinforce the multilingual 'news.va' portal which was established a year ago in the Pontifical Council for Social Communications, others will be employed in the multilingual development of the Press Office Bulletin.

"As is now well known, the 'news.va' portal gathers the principal news items concerning the Holy See and the life of the Church, as published daily by the Press Office, the 'Osservatore Romano', Vatican Radio and Fides News Agency. It then presents them in an easily accessible format, accompanied by Vatican Television Centre videos and photographs from the photographic service of the 'Osservatore Romano'. One of the characteristics of the portal - which currently operates daily in Italian, English, Spanish and French - is that it is structured in such a way as to make it easy to share the material on social networks (such as Facebook and Twitter) and to make it accessible with new applications on mobile devices.

"The Press Office Bulletin has thus far been published principally in Italian, unless the original texts were in other languages, while VIS has worked regularly in four languages. Integrating the English-, French- and Spanish-language staff of VIS into the everyday activities of the Holy See Press Office will enable the online publication of the Bulletin to be renewed, with the inclusion of complete translations of various texts and language summaries of texts that cannot be fully translated. These measures will be gradually introduced beginning in September 2012.

"The translated parts of the Bulletin, together with the summaries in languages other than Italian, will continue to be sent to the 60,000 VIS subscribers who thus will not lose a service they have received and appreciated for so long. Moreover, the extensive archive of more than 85,000 articles in various languages, produced by VIS in more than twenty years of activity, will be conserved and integrated, with a simple and rapid search engine, into the site of the Press Office".

"As reported by news agencies, today, 16 May 2012, an Ordinary Session of the Congregation for the Doctrine of the Faith met to discuss the question of the Society of St. Pius X.

In particular, the text of the response of Bishop Bernard Fellay, received on 17 April, 2012, was examined and some observations, which will be considered in further discussions between the Holy See and the Society of St. Pius X, were formulated.

Regarding the positions taken by the other three bishops of the Society of St. Pius X, their situations will have to be dealt with separately and singularly".

COMMUNIQUE ON CLAIMS IN AN ITALIAN TELEVISION PROGRAMME ABOUT THE IOR AND THE AIF

Vatican City, (VIS) - Given below is the text of a communique issued early this afternoon by the Holy See Press Office.

"The television programme, 'Gli intoccabili', transmitted yesterday evening by Italy's 'La7' television network, included unfounded claims and false information about the Institute for the Works of Religion and(IOR) and the Vatican Financial Information Authority.

"On this subject, and with reference to the declaration issued by the Holy See Press Office yesterday 8 February, the following points must be made:

"(1) The affirmation that the IOR is a bank is incorrect. The IOR is a foundation in both civil and canon law, regulated by its own statutes. It does not hold reserves or grant loans as a bank does. Even less so is it an 'offshore bank', and the aforementioned television programme used that term not to illustrate the true nature and function of the IOR but to create an impression of illegality. The IOR lies within a sovereign jurisdiction and operates on the basis of a framework of norms and rules which include the Vatican's anti-money laundering legislation: Law No. 127, adopted precisely in order to conform to international standards.

"(2) The insinuation that Vatican norms do not allow for investigations or criminal procedures regarding the period prior to the coming into force of Law No. 127 on 1 April 2011, is untrue.

"The discussion during the aforesaid programme referred to words contained in a 'private memo'. That document has no official value and merely reflects the opinions of the individual who wrote it. Moreover, it does not state that investigations or criminal procedures regarding the period prior to 1 April 2011 are impossible, or suggest that the IOR is unwilling to collaborate in investigations or criminal procedures on events prior to 1 April 2011. As regards cooperation between the IOR and the AIF, the IOR has cooperated in providing information on transactions that took place before that date.

"Therefore, the claims made during the programme are untrue. According to Vatican anti-money laundering norms, the Vatican judicial authorities have the power to investigate suspect transactions that took place during the period prior to 1 April 2011, also in the framework of international cooperation with judges in other States, including Italy.

"(3) Relations between the IOR and non-Italian banks have always been active and, contrary to the claims made, activity with Italian banks has been reduced only to a limited extent. The IOR, like Italian financial institutions, uses the services of foreign banks (Italian and non-Italian) when they are more efficient or cost less. Moreover, all movements in cash are certified with customs documents. As standard practice, all movements of money are regularly traced and archived.

"(4) As regards the norm regulating the movement of money in cash, it must be made clear that the IOR monitors, and has monitored, step transactions for a total of euro 15,000 in ten consecutive days. Furthermore, article 28 paragraph 1(b) of the new text of Law No. 127, modified by Decree of the President of the Governorate on 26 January 2012, states that the parties subject to that Law (including the IOR) must honour 'their obligation of adequate monitoring ... when they carry out occasional transactions the value of which is equal to or more than euro 15,000, irrespective of whether they are carried out in a single transaction or with a number of interconnected transactions'.

"(5) The affirmation made by the magistrate, Luca Tescaroli, according to which the Vatican failed to respond to rogatory letters concerning the case of the Banco Ambrosiano and Roberto Calvi, is untrue. On this subject, it must be made clear that there is no record of the rogatory letter of 2002 having reached the Vatican. Nor, following a preliminary search in the archives, is there any record of the international rogatory letter presented by the Tribunal of Rome in 2002 ever having reached the Italian embassy to the Holy See. The other two rogatory letters received a regular reply, addressed to the Italian embassy to the Holy See. As yesterday's declaration said, the Holy See and the Vatican authorities have duly cooperated with magistrates and other Italian authorities, and this is evident from documentation in the possession of officials both of the Holy See and of the Republic of Italy.

"The facts described above show that the presentation given in the aforementioned programme was biased and does not contribute to forming an objective picture of events".
